Dear Sir,

With reference to the Foreign Office Telegram (London to Chungking, No. 406), da ed 19th June, 1944, regarding the conferring of degrees upon former students of the Faculty of Medicine of the University of Hong Kong, 1 beg to submit the following recommendation:

That steps be taken to implement the formation of a body for the conferring of medical degrees upon students who have completed two years of medical study in the University of Hong Kong and who have since graduated in one of the medical colleges in Free China specified in my former memorandum.

A possible title for the body would be "An Emergency Committee for the Conferring of Medical Degrees of the University of Hong Kong". Such a title, although somewhat cumbersome, would have the advantage of clearly specifying the function of the body.

The following ten students, who were all in the fifth year of their medical studies in the University of Hong Kong when the war in the Far East commenced, have since graduated at the National Shanghai Medical College and would be eligible to receive degrees under the terms of the arrangement with the General Medical Council:
